Background

Inuvialuit Regional Corporation has successfully built and operated five licensed early childhood care facilities and programs over 20 years, expanding efforts through strategic partnerships to enhance early childhood education and support services.

Objectives

The purpose of this RFP is to solicit participation in the advancement of the Early Childhood Intervention (ECI) Program work plan for 2025-2028. The successful proponent will support the delivery of high-quality early childhood care and learning, strengthen program planning and implementation and ensure healthy growth and development for Inuvialuit children across five licensed programs in the Inuvialuit Settlement Region (ISR):

  • Aklavik, Tuktoyaktuk and Ulukhaktok Child Development Centres
  • Inuvik and Paulatuk Aboriginal Head Start Initiatives

Key Priorities Include:

  • Consistent support for five early childhood programs and services
  • Training to enhance service delivery and outcomes
  • Regular monitoring of child progress through individual case management
  • Engagement of a dedicated consultant to provide specialized expertise and continuity

Design of Permanent Food Processing Facility

The purpose of this RFP is to solicit proposals for the design of a permanent food processing facility located on Industrial Road in Inuvik, NT. The successful consultant will work closely with IRC, the town of Inuvik, the Canadian Food Inspection Agency (CFIA) and other partners to develop and complete the project.

This is a one-stage, open competition for architects to provide a conceptional design of the facility. Preference will be given to beneficiaries of the Inuvialuit Trust in the Inuvialuit Settlement Region, but all are welcome to bid.

Scope of Work

The facility will process up to 100,000 pounds of fish and 100,000 pounds of wild game per year. Operations will run in tandem within the plant, meeting all CFIA guidelines.

Hoarding Supplies

Request for Expression of Interest: Hoarding Supplies

Inuvialuit Petroleum Corporation (IPC), through its wholly owned subsidiary Inuvialuit Energy Security Project Ltd. (IESPL), is moving forward with the development of the M-18 well and associated infrastructure as part of the Inuvialuit Energy Security Project (IESP).

As part of the construction phase, IESPL is looking for Expressions of Interest (EOIs) from from suppliers who can provide the following hoarding materials. The most critical items are timbers. Split or partial orders from multiple vendors are acceptable to meet the total quantity.

Timbers must:

  • Be at least 4 feet long (8 feet or longer preferred for easier trailer loading)
  • Be rough sawn (S4S specification not required)
  • Be stacked and securely strapped for truck transport

Critical Items:

  • 12″x12″ timbers – approx. 500 lineal feet
  • 8″x8″ timbers – approx. 1500 lineal feet
  • 4″x4″ timbers – approx. 1500 lineal feet

Optional Items (if available):

  • 2 lifts of ½-inch exterior-grade plywood

Crane and Hoisting Support

Inuvialuit Energy Security Project – Crane and Hoisting Support – Upcoming RFP Notice

Bird Construction Industrial Services Ltd will be soliciting proposals for a contractor to supply highly-skilled and trained personnel as well as equipment to provide crane and hoisting support on an upcoming project in the Inuvialuit region.

Scope of Work: Provide fully operated and maintained crane and operator to support construction activities.

  • September to November of 2025 would be primarily at the laydown location in Tuktoyaktuk
  • December 2025 the crane would relocate to site and transition to full time support
  • Hoisting of structural steel, piping, equipment, building cladding and other materials, as required
  • Bird is currently evaluating two options for this crane: a 100-ton RT type crane option or a 90-ton telescope boom crawler (Mantis) type crane. The proponent is to provide rates and availability for both types
  • Assist with assembly of crawler cranes
  • Loading and unloading of counterweights on heavy lift cranes
  • Operator will possess journeyperson crane operator qualification in good standing and be deemed competent on the specific piece of equipment being utilized
  • Bird will provide qualified and competent riggers and signal persons
  • Bird will supply all below the hook rigging components required, and all components will be inspected prior to each use, be in suitable condition for use, and be appropriate for the load being hoisted

Inuvialuit Energy Security Project – Survey Support – Upcoming RFP Notice

Bird Construction Industrial Services Ltd will be soliciting proposals for a contractor to supply highly-skilled and trained personnel as well as equipment to provide crane and hoisting support on an upcoming project in the Inuvialuit region.

Scope of Work:

Provide high-accuracy construction survey support, primarily as part of the installation of ~1,050 adfreeze piles

  • Establish on-site survey control points and monuments
  • Layout pile installation locations
  • Verify pile location accuracy and plumbness during installation
  • Mark pile cutoff elevation once installation is complete and piles are frozen in place
  • Survey as-built location at cutoff of installed piles, report deviations to Bird Support setting pilecaps on design location to be welded
  • Survey as-built location of welded pilecaps and mark centerlines on design center
  • Survey as required locations of buildings, tie-points, centerlines, benchmark elevations, and other coordinates as required throughout the course of the project
  • Compile and submit to Bird a complete and accurate as-built report of all pile coordinates and other surveyed points to be included in the project turnover records

Removal of Northern Images Building and Related Earthworks

IRC is seeking qualified contractors to relocate the Northern Images building and perform associated earthworks at two key locations in the community. The front section of the building must be preserved for future re-installation, while the rear section may be demolished. The Northern Images sign must also be removed and preserved.

In addition to the relocation, the contractor will be responsible for completing earthworks at both the current Northern Images site and the old Eskimo Inn. These sites are being prepared for use as parking areas, trailer space and generator installation. This includes grading, leveling, adding appropriate fill and ensuring proper drainage and access for vehicles.

The work will support IRC’s infrastructure needs by repurposing assets and improving land use.

Scope of Work

Supply 16 individual 1 TEC HC rear-door-only containers:

  • Provide 16 new high-cube containers that have been used for only one trip (1-trip).
  • Containers must have rear doors only and meet all relevant standards for durability, security and weather resistance.

Supply and install skids:

  • Provide separate pricing for containers with and without skids, specifying the overall height (OAH) measurement with skids installed.
  • Provide and install pocket-mounted skids for each of the 16 containers to ensure they are elevated off the ground. 

Deliver containers to the specified Edmonton area location and unload:

  • Transport the containers to the designated location in the Edmonton area.

Objective:

The Inuvialuit Regional Corporation (IRC) is seeking proposals from qualified vendors to provide freight services. The scope of work includes receiving, storing, consolidating, transporting and unloading consignments. The project aims to begin as soon as possible.

Bidder Qualifications

To be considered for this RFP, bidders must meet the following qualifications:

  • Experience: A minimum of [5] year of experience in providing logistics and transportation services similar to the scope of work outlined in this RFP.

Addendum 1: Questions and Answers

Inuvialuit Regional Corporation (IRC) is seeking a contractor to review the alignment between Canada Lands Survey plans for Inuvialuit Private Lands and the metes and bounds in Annexes D-1, F-1, F-2, G-1, G-2, H-1, H-5, I-1, I-5, J-1, J-5, K-1, K-5 of the Inuvialuit Final Agreement (subject to corrections and notes about the text contained in Appendix 1 of this RFQ).

The successful proponent must provide:

  • a report analyzing any differences between the survey plans and the IFA text
  • a georeferenced image for each page of the IFA survey atlases
  • a shapefile that reflects the current extent of Inuvialuit Private Lands (including subsurface rights), by adjusting the metes and boundaries according to Appendix 1 and 2 of this RFQ. 
  • a list of all reference documents used, such as NTS mapsheets and air photos

Scope:  Design, construction and installation of three (3) cabins that can withstand the extreme climate of the Inuvialuit Settlement Region (ISR).  The cabins are to be placed along the migratory route of the Inuvialuit reindeer herd, to house those employed by the IRC to manage the herd.

Eligibility Criteria

Potential vendors must provide the following: 

  • Demonstrated experience in designing and constructing housing projects in similarly remote locations, particularly challenging environments or locations with similar logistical concerns.
  • Details of relevant projects completed references and certifications.
